XP is pleased to announce that we have been awarded a second five-year extension to our Managed Service contract with the Chattahoochee River 911 Authority, better known as ChatComm. This contract agreement brings us to 15-years under contract with Chatcomm. We have provided 911 emergency communications managed services with Chatcomm since September 2009, which serves four municipalities in the metropolitan area of Atlanta. Chatcomm is the nation’s first public-private partnership of a 911 emergency communications center, and this new extension continues to authenticate the IXP Way for 911 Managed Services.
IXP has been awarded a 5-year contract with Webster County, Iowa to operate and manage its 9-1-1 dispatch center! IXP will provide staffing and will be responsible for the personnel within the center. In September, the Massachusetts Bay Transportation Authority (MBTA) published its annual report concerning the transit agency’s changes due to waiver from the state’s “Pacheco Law,” which severely limits agencies from participating in competitive sourcing and outsourcing agreements. The agency continues to project large savings from a greater reliance on competitive sourcing of services. The report further notes “benefits from the waiver extend well beyond actual and projected operating dollars saved,” also noting considerable improvements in service delivery, including a drop in crime due to in part due to outsourcing police dispatch (allowing more cops in the field):

Closed Circuit Television (CCTV) technology serves as a foundation for campus crime prevention efforts. The detection and analysis has become more sophisticated, and surveillance cameras have increased the power to monitor indoor and outdoor locations across campus. The 911 system started in 1968 and while it may have efficiently done its job in its early years, today is a different story. Many argue that the problem lies in cell phones. Before cell phones, 911 call centers could be sure that the landline call was where the emergency was located. Today, more than 75% of 911 calls originate from cell phones. The challenge begins when 911 call centers receive wireless calls; they generally only know the sector of where the call originates from, but they do not have the technology to pinpoint the caller’s location.
