Larry began his career as a police officer. Over the next 40 years, he managed and directed public safety systems in government, university and corporate environments. A co-founder of IXP, Larry is the tactical member of the IXP executive team and leads the company’s sales and delivery practices.

Amy provides legal counsel to the company, focusing on corporate, transactional and compliance-related matters.  She also oversees all aspects of the company’s enterprise-wide risk management function.


Scott Mazza

Scott provides strategic and financial leadership to the company based on 20 years of business management and public safety operations experience. Prior to joining IXP, he served as Vice President of Finance and Operations for a federal contracting firm out of Washington, D.C. while simultaneously serving as a volunteer EMS Lieutenant for his community.


Joseph Estey

Joe leads the Managed Services division of IXP that provides cost effective privatized alternatives to traditional staffing deployments. As a career public safety official, he was responsible for the top administrative management of a full service law enforcement agency for 20 years, including oversight of an E9-1-1 PSAP, creating a new police facility and updating technology. He provided collaborative community services to regional public safety and general government jurisdictions during his tenure. With IXP, he developed the nation’s first outsourced multi-jurisdictional, full service 911 Emergency Communications Center.
