Before co-founding IXP, he worked at the executive level in both public and the private sectors, tackling tough challenges in public safety and emergency communications.

Larry began his career as a police officer. Over the next 40 years, he managed and directed public safety systems in government, university and corporate environments. A co-founder of IXP, Larry is the tactical member of the IXP executive team and leads the company’s sales and delivery practices.

Amy provides operational and financial management services to IXP, which includes maximizing the growth and profitability of IXP in alignment with overall company strategy. She also provides legal counsel to the company, focusing on corporate, transactional and compliance-related matters.


Scott Mazza

Chief Financial Officer

Scott works closely with IXP’s President and COO to oversee sales initiatives and the successful delivery of each project. His primary focus is to support corporate growth by coordinating the operational, financial, and business development efforts of the company. To accomplish this, Scott leverages his 20 years of experience in public safety operations, consulting and professional services, a Master’s Degree in Business Administration, and a certification in project management.

Tom is Controller for IXP and leads the strategic and financial efforts for the Company.  Tom is a creative and mission-driven business strategist that brings more than 20 years of varied financial and business experience.  He leads IXP’s strategic and finance efforts with a collegial style that combines creative thinking and tactical execution. 


Joseph Estey
Joseph Estey

Vice President of Business Development

Joe leads the Managed Services division of IXP that provides cost effective privatized alternatives to traditional staffing deployments. As a career public safety official, he was responsible for the top administrative management of a full service law enforcement agency for 20 years, including oversight of an E9-1-1 PSAP, creating a new police facility and updating technology. He provided collaborative community services to regional public safety and general government jurisdictions during his tenure. With IXP, he developed the nation’s first outsourced multi-jurisdictional, full service 911 Emergency Communications Center.
