Situation
The Portland Regional Radio System Partnership (Partnership) was established under Oregon ORS 190 as an Intergovernmental Cooperative Organization. Members are:
- The City of Portland
- Washington County Consolidated Communications Agency (WCCCA)
- Clark Regional Emergency Services Agency (CRESA)
- Clackamas County 800 Radio Group (C800).
The Partnership was established to develop a comprehensive plan for the engineering, implementation, governance, and operation of a unified regional public safety radio system to serve the geographic area encompassed by Clackamas, Multnomah, and Washington Counties of Oregon State and Clark County of Washington State and to integrate with the Oregon statewide Oregon Wireless Interoperability Network (OWIN) and the Washington State Homeland Security Region IV Interoperable Radio System. The City of Portland, on behalf of the Partnership, was seeking an experienced, qualified radio system planning consultant to assist in planning the Regional Voice and Data Public Safety Radio System Replacement Program. iXP, and its partner ADCOMM, were engaged as the consultant to provide the planning services to the 'Partnership.'

Together, we are a team with unmatched expertise and experience to address all of the critical elements for a successful multi-agency, multi-discipline, regional land mobile voice and data radio network design development process.
Result
iXP is providing a Phase I Analysis which includes: Needs Assessment, Legacy System Assessment, System Alternatives and Recommendations Development
Understanding user agencies and their radio communications needs is a critical task in the operational analysis of any communications system. In the case of the "Partnership," these needs come from both the individual agencies that currently operate on the individual radio systems, as well as the regional interoperability requirements of the Partnership which include both the member agencies and other local, state, and federal agencies. The Legacy Systems Assessment is used to determine if the foundation from the existing systems within the Partnership will support a new system or at least parts of a new system.
iXP is also providing a PHASE II Conceptual Design - Voice and Data Radio Systems
The basis for the conceptual design will be the foundation laid in Phase 1 where the needs are assessed, existing resources are identified and documented, and technology options are fully evaluated. There is a strong relationship between how detailed a conceptual design needs to be versus how accurate the cost estimates are.iXP is providing a PHASE III Business Plan
The iXP/ADCOMM team has a demonstrated successful history of helping clients solve complex public safety communications challenges with cost effective solutions that operate within sustainable business models. The Business Plan for a system such as being contemplated by the Partnership becomes one of the most important elements in a successful implementation and operation because it provides the framework that links the governance, operations and financial elements into a structure that provides long-term success.
