iXP Provides Comprehensive Assessment and Recommendations for Upgrade of George Washington University's Legacy CCTV System

Situation

George Washington University's Police Department provides mission critical public safety and security services for the University. Closed Circuit Television (CCTV) is an integral component of the overall campus security plan at the George Washington University Foggy Bottom Campus. The existing CCTV system included nine hundred plus (900+) cameras monitoring various locations through the campus.

iXP was engaged to examine the campus CCTV legacy technology and operations and produce findings, risks, and recommendations based on this legacy environment.

Solution

iXP conducted an assessment of 125 cameras located in and around residence halls on campus. Included in the assessment of the existing CCTV system was an expressed interest in behavior recognition technology. This technology allows software to analyze video frames and adds a layer of intelligence which can search for specific behavior patterns indicative of suspicious behaviors. Behavior recognition software can analyze activities in video frames associated with people, objects, and vehicles. Each camera can be set to track specific behaviors that may be encountered in its field of vision.

The specific tasks performed during the assessment included:

• Conducted on site interviews with end users, administrators, integrators, and designers of the existing CCTV infrastructure;
• Conducted a walkthrough and assessment of the existing CCTV system and camera placement of the University selected 125 locations;
• Assessment of present technology, supporting network infrastructure, hardware platforms, and operating systems;
• Assessment of the life cycle of the existing CCTV system;
• Documented functional and technical requirements;
• Documented recommended behavior matrix for each camera location where behavior recognition software would be utilized;
• Developed a high level bill of materials to implement a new video management and behavior recognition platform

Results

At the conclusion of the assessment, iXP presented a comprehensive report detailing risks and recommendations associated with the existing CCTV environment, as well as providing a high level design of a state-of-the-art video management system with behavior recognition technology incorporated into the platform.
