Lawrence D. Consalvos, President and COO, Corporate Director, Founding Owner
Larry began his career as a police officer. Over the next 40 years, he managed and directed public safety systems in government, university and corporate environments. A co-founder of IXP, Larry is the tactical member of the IXP executive team and leads the company’s sales and delivery practices.

Amy Onder, Chief of Business Operations and General Counsel
Amy provides operational and financial management services to IXP, which includes maximizing the growth and profitability of IXP in alignment with overall company strategy. She also provides legal counsel to the company, focusing on corporate, transactional and compliance-related matters.
Amy is also responsible for leading Support Services, which provides finance, human resources, information technology, legal, risk management, administration and corporate marketing/brand management throughout the company. Her expertise crosses every functional area.
She has experience in a variety of public safety, systems engineering and information technology projects that include campus public safety, managed services and metropolitan emergency response system implementations. She works collaboratively across business units to determine corporate and client needs and leads development and implementation of solutions to meet those needs.
Prior to joining IXP, Amy worked at Wolf, Block, Schorr and Solis-Cohen in Philadelphia, representing both national and multi-national companies.
Thomas K Swietek, CPA, CGMA
Tom is Controller for IXP and leads the strategic and financial efforts for the Company. Tom is a creative and mission-driven business strategist that brings more than 20 years of varied financial and business experience. He leads IXP’s strategic and finance efforts with a collegial style that combines creative thinking and tactical execution. As a senior leader, Tom has a broad view of the business and maintains balance among all functional business units. He conceptualizes and implements the Company’s overall strategy by combining innovative programs and strong back office support to provide the best services for our clients. Prior to joining IXP, Tom enjoyed more than 8 years in public accounting with extensive and progressive experience as a financial professional. Tom is a Certified Public Accountant as well as a Chartered Global Management Accountant. With Tom’s financial leadership, IXP continues to provide the top-tier services it is known for.
Joseph Estey, Vice President, Services and Solutions
Joe leads the Managed Services division of IXP that provides costeffective alternatives as well as high service delivery to private and public organizations for traditional staffing deployments. As a career public safety official, he was responsible for the top administrative management of a full service law enforcement agency for 20 years, including oversight of an E911 PSAP, creating a new police facility and updating technology. He provided collaborative community services to regional public safety and general government jurisdictions during his tenure. Joe was in an executive leadership role with the prestigious International Association of Chiefs of Police for more than 10 years, culminating with serving as IACP’s president in 2004. With IXP, he developed the nation’s only outsourced multi-jurisdictional, full service 911 Emergency Communications Center. He has a demonstrated ability to manage complex projects spanning multiple jurisdictions and disciplines, and successfully represents the needs and goals of our clients to stakeholders and the public in ways that build cooperation, confidence and trust.
Rhona Wulf, Vice President, Sales
Rhona is the Vice President of Sales at IXP and has more than 20 years of experience in business development and leading national sales operations. Rhona’s background includes years of experience accelerating revenue growth for a number of service focused companies, including AnswerLab, Nielsen, NPD Group, and Braun Research. She brings client relationship expertise and innovative business development strategies to all facets of the company, providing critical management, pivotal sales and branding strategies, and aggressive growth objectives. Rhona leads the sales effort by developing, implementing, and executing the sales growth roadmap and sharpens IXP brand awareness using innovative marketing and consultative sales approaches.
Dan Martin, Delivery Executive
Dan is the Delivery Executive at IXP and is responsible for the
resourcing and successful management of all consulting engagements for the company. He has over 30 years of management and consulting experience including 20 years in the IT industry and 12 specifically within public safety. He is a Certified Project Management Professional (PMP). While with IXP Corporation, Dan has been involved with a great variety of public safety projects ranging from business and process analysis; CAD product analysis including the creation of an extensive CAD system gap analysis for the FDNY, and requirements development, system design and implementation management of large complex Logging/Recording systems. He has the proven ability to work within multi-agency, multi-disciplinary environments. He is an adept program and project manager able to manage multiple priorities in dynamic work environments. In conjunction with his management and technical savvy, he builds strong working relationships with both clients and team members alike, which greatly contributes to successful outcomes.
